Mrs. Teresa and family,

My thoughts and prayers are with you today during the loss of dear Joel. I have always thought a lot of Joel as a person and more importantly as a friend. He was a well-respected Officer and Investigator in his career. I enjoyed getting to see him occasionally during his tenure with the City. My love and hugs to you during this time of loss.
